1. Background:
CARE Bangladesh has implementing SHOUHARDO program in different geographical locations (Haor, Char and Coastal) in Bangladesh . The SHOUHARDO program intends to improve livelihood opportunities of poor and extreme poor through its various interventions. One of the important mandates of the SHOUHARDO program is to deliver its 95% implementation through partnership with local NGOs to reach the wider target audience and to make the Program activities sustainable.
The goals and objectives were formulated after careful analysis of the food security situation in Bangladesh . The Overall Program Goal of CARE Bangladesh's FY 2005 – 2009 is “to sustainably reduce chronic and transitory food insecurity of 400,000 vulnerable households in 18 districts of Bangladesh , by 2009. This represents a target population of 2 million people, or 400,000 households. The Overall Program Goal will be accomplished using four specific objectives to address key behavioral and systemic (institutional) constraints related to food availability, access and utilization. The program will target participants based on various types of vulnerabilities common to rural and urban households in Bangladesh . Many households fall into multiple categories of vulnerability, for example very poor households living on remote hoar areas.
The project will be based on achieving four specific objectives (SOs). Each SO will have a number of sub-Specific Objectives (SSOs) that provide insight on the specific behavioral and systemic changes that are needed to improve food security. The four specific objectives to be achieved in 2000 villages and 130 urban slums, by the year 2009, are as follows:
Improved availability and economic access to food for targeted vulnerable households through strengthening livelihoods, securing entitlements and enhancing accountability of service providers.
Sustainable improvement in the health and nutrition of project participants
Enhanced empowerment of 400,000 women and girls from targeted vulnerable households.
Targeted communities and institutions are better able to prepare for, mitigate and respond to natural disasters.
SHOUHARDO program has experienced that at the village and slum level, community-based organizations can serve to mobilize resources at the community level as well amplify the voices of the poor and other groups in the community. In implementing program activities, SHOUHARDO will work with local implementing partners, primarily community-based groups, NGOs and faith-based organizations. Capacity building of these groups will also be a part of SHOUHARDO to institutionalize these groups as effective planners and mobilizers of resources for development. Topics would include, at a minimum, principle of good governance, human rights as specified in the Bangladesh Constitution, leadership development, understanding roles and responsibilities, relevant technical training, planning, resource mobilization and resource management.
CARE has had considerable success with using the planning process at the village and slum level as a way to mobilize communities and to get them to take responsibility for their own development. CARE will facilitate the participatory development of community-level plans that include community profiles, identification of problems and opportunities, planned rehabilitation of existing infrastructure, and village/slum maps.
SHOUHARDO implements the program activities through partner organizations and direct delivery. In each village, slums VDC/SDC are the main development actor and will responsible for all development activities focused on poor and vulnerable people. The VDC/SDC will have developed a strong linkage with other development actors, service providers and union parishad/Pourashava.
Objectives of the work
The following objectives will be achieved of this work.
- Facilitation of quality training on Gender, Good Governance, Human Rights & Leadership development
The training will be organized at local level/union/upazila by respective partner organization of SHOUHARDO with logistic support. The consultant/trainers will be responsible for training facilitation.
Ensuring training quality and submission of reports.
Process of Training:
- All training will be arranged by the support from out source those are expert
- All courses will be held at village/slum level, where two/Three VDC/ SDC members will gather and receive training in a batch (25-30 participant in each batch) under the leadership of concern VDC/SDCs.
- Before providing the training plan the Regional Technical team with assistant of Technical Officers of Partner NGOs will sit with the consultants for finalizing the review of curriculum.
- The concern Village Development Committee-VDC/Slum development-SDC leaders with the assistance of FF and their supervisors will organize the process such as venue booking, food lodging etc)
Who will do the work:
Consulting firm or external consultant will be hired for the assignment.
The consulting firm/ consultants will have hands-on experience in similar work exercise preferably in rural areas of Bangladesh .
Specific tasks
The Consultant/firm will perform the following tasks to accomplish the work.
- Training facilitation of 124 batches (TOs, FSs & FF of PNGO) on ‘‘Good Governance, Human Rights, Gender and Entitlements issues'.
- Ensure quality control of the training through follow-up and submit reports.
Proposed Methods:
The consulting firm/consultant will design detailed methodologies and plan of action in consultation with the SHOUHARDO regional team and other relevant CARE-B staff members. Proposal should include details of implementation methodology, plan & monitoring system of training.
Expected Outputs:
The output of the assignment:
- 124 batches Village Development Committee-VDC/ Slum development-SDC training will be completed on Good Governance, Human rights, Gender and Entitlements issues'
- Detail training reports have been developed and submitted to CARE-BD, Rangpur.
Key Contacts:
SHOUHARDO Rangpur Regional Technical Assistance Manager (RTAM) will be the contact person. Regional Technical Assistant Manager (RTAM), All Technical Manager (TMs) & Regional Program Manager (RPM) of Rangpur will provide regular support to the technical firm/consultants while other SHOUHARDO and its Partner NGOs staff will provide support as required.
Time Frame:
The consultancy will begin from 1st March 2008 and will be completed by August 2008. Further may be given based on performance.
Remuneration and reimbursement:
The consulting firm/consultant will be paid as per their approved proposal. Mode of payment will be determined upon joint discussion. The firm/consultant will submit a bill/invoice & CARE Bangladesh will reimburse total cost by an A/C payee cheque. A Deed of Agreement (DoA) will be developed and signed by both parties for smooth operation of the task.
The General Terms and Conditions:
All reports and documents prepared during the assignment will be treated as CARE property. The reports / documents or any part, therefore, cannot be sold, used and reproduced in any manner without prior written approval of CARE Bangladesh.
The firm agrees that during the period of this agreement and for a further period of twelve months, he shall not issue any written materials or express publicly any personal opinion concerning the services under this agreement, except with the prior written approval of CARE Bangladesh.
The consultant farm shall not without first obtaining the consent in writing of CARE Bangladesh, permit any of his duties or obligations made under this contract to be performed or carried out by any other person, or reassign its interest in a contract.
In the event that the consultant requires additional time to complete the contract, over and above that previously agreed to, but without CARE Bangladesh changing the scope of work, CARE Bangladesh' s prior written concurrence to the same is necessary.
CARE Bangladesh may make general changes, in written within the scope of the content affecting the services to be performed or time of performance. If any such changes cause an increase or decrease in the cost or time required for performance of any part of the work under the contract, CARE shall make equitable adjustment in the contract price, delivery schedule, or both and shall modify the contract in writing accordingly.
In the event of failure on the Consultant's part to meet the agreed deadline CARE-Bangladesh reserves the right to penalize the Consultant or his/her Firm at the rate of 5% of the total remuneration for every week from the deadline.
After completion of the assignment and submission of the final output, evaluation will be done by the concerned unit/office on the basis of which final payment will be made. Final payment will be withheld until evaluations have been submitted.
CARE-Bangladesh reserves the right to deduct income tax and vat dues at the prescribed rates from the remuneration for all consultancy works irrespective of the remuneration. In the event of any change in the Income Tax Regulations is announced by Government of Bangladesh, then the Consultant must agree with the changes accordingly.
Notwithstanding anything contained in the agreement or these conditions, CARE-Bangladesh may at any time terminate this agreement in whole or in part by requiring the consultant to stop performing the work or any part thereof. In this event the consultant shall have no claim against CARE-Bangladesh by reason of such termination, other than payment in proportion to the work performed under the agreement less any sums previously paid on account thereof.
The consultant may terminate this agreement by giving a reasonable period of notice to CARE. In this event, the Consultant shall have no claim against CARE-Bangladesh by reason of such termination, other than payment in proportion to the work performed under the agreement less any sums previously paid on account therefore.
The Consultant shall be solely responsible for his/her own insurance (health, travel, etc). CARE will not bear any cost in this regard.
