In each of 4,150 operational unions, there is a 10-member Road Maintenance Association (RMA), and this association is basically a self-managed team. Each RMA is recruited for a four-year cycle to learn two major areas of work — Road Maintenance Component (RMC) and Income Diversification Component (IDC). Basically, RMC concentrates on the road maintenance issue while IDC emphasizes on capital development of the women with built-in saving (25% of wage) component.
RMP imparts trainings to the RMA women. Union Parishad representatives and Project Management Committees (PMC) at union levels. The trainings aim at enhancing life management skills of RMA women so that they can be self reliant after graduation, and building capacity of Local Government institutions (LGls), particularly the UP and PMC so that they independently can manage the RMC through proper planning, implementation, monitoring and able to submit progress reports to the Upazillas. Upazilla RMP Cell is the immediate upper tier that oversees the RMP at Upazilla level. |
|
The RMP is now at the process of phasing out. For smooth transection of the project, a phase out coordination committee has been working actively. As a part of the process. RMP initiated a pilot handing over process in Gazipur district. It has been planned that all the project- related work will be accomplished by the Local Government and Upazilla RMP Cell. Activities will include conducting training to the RMA women. To ensure effective training for the RMA women, a countrywide Training of Trainers (ToT) programme is being organized for secretaries of Union Parishad (CUP) and chairmen of the PMC.
Besides, upazila cell members are being brought to orientation session by CARE Bangladesh to raise their understanding on carrying out overall responsibility of Upazilla RMP Cell. Currently, the local government officials are organizing and facilitating all the counterpart trainings while CARE is playing the role of an observer.
